Population-Scale Social Protection Intelligence
The Social Protection Delivery Platform (SPDP) is one of India’s most ambitious efforts to unify social welfare delivery within a single digital architecture. By consolidating beneficiary and scheme data across more than 75 programmes and multiple departments, the Government of Odisha has created an administrative data asset of exceptional scale and policy relevance.
DPIC works with SPDP to realise this potential—establishing structured data pipelines, strengthening data integrity at population scale, and developing analytical applications that translate consolidated records into actionable policy intelligence.
Curating and Validating Population-Scale Data
SPDP integrates over 45 million beneficiary-level records spanning 75+ schemes, including demographic attributes, eligibility indicators, and longitudinal benefit coverage data. DPIC has designed and operationalised systematic data quality processes across this high-volume dataset — including de-duplication, cross-scheme linkage validation, inconsistency detection, and completeness assessment.
This work moves SPDP beyond a consolidated registry toward a validated analytical foundation: one capable of reliably supporting targeting and allocation decisions across Odisha’s social protection system.
Analytics for Precision Targeting and Equitable Allocation
With validated and integrated data, SPDP creates a population-scale analytical foundation with significant untapped potential. DPIC is currently exploring analytical applications that could generate first-time intelligence on coverage gaps, duplication, and distributional patterns across the beneficiary population. These include:
- Precision targeting and exclusion analysis — identifying households that meet eligibility criteria but remain outside scheme coverage, enabling proactive outreach.
- Allocation efficiency and fiscal diagnostics — detecting duplication and leakage across schemes, supporting evidence-based reallocation of programme spending across districts.
- Coverage and equity analytics — mapping distributional imbalances across geographies and social groups to surface structural gaps in protection reach.
These analytical tools aim to support government in moving from consolidated data to calibrated, evidence-driven decisions about who receives support, through which schemes, and at what level.
From Data Infrastructure to Governance Intelligence
Social protection systems are only as effective as the quality of the decisions they enable. Odisha’s investment in SPDP has created an extraordinary administrative data foundation — but translating that foundation into policy intelligence requires sustained analytical work: curating data pipelines, maintaining quality at scale, and building the tools that allow government to act on what the data reveals.
Through its work on SPDP, DPIC is helping the Government of Odisha convert one of its most valuable data assets into a precision instrument for more equitable, fiscally disciplined, and evidence-informed social protection.
