Capacity Building for Data-Driven Governance

    The Government of Odisha has made significant investments in digital systems, but transforming these investments into routine, evidence-based decision-making remains a challenge. At the Data, Policy & Innovation Centre (DPIC), we work closely with line departments to enhance data capabilities across the state.

    Our approach rests on three pillars:

    1. Assessing Data Capabilities

    DPIC conducted comprehensive Data Capabilities Assessments to understand existing systems, identify gaps, and determine training needs. Using structured interviews with officials from Additional Secretaries to Section Officers, the assessments emphasize collaborative learning over evaluation.

    One key outcome: every department now has a designated Data Officer to anchor internal data transformation efforts.

    Building on these insights, DPIC along with partners at the Centre of Data for Public Good (CDPG), IISc Bangalore, and the Ministry of Statistics & Programme Implementation (MoSPI) hosted a two-day Capacity Building Workshop in Bengaluru in May 2025.

    The workshop:
    • Equipped officers to carry out deeper departmental assessments
    • Introduced frameworks for data quality, inventory creation, and strategic data use
    • Featured real-world case studies, interactive sessions, and practical toolkits

    Beyond technical skills, the focus was on embedding a culture of data use within institutions ensuring that data becomes central to governance.

    DPIC’s collaborations with CDPG-IISc and MoSPI are anchored in a shared vision: creating an ecosystem where data governance is seamless, scalable, and sustainable. Together, we aim to develop statewide frameworks that ensure the quality, accessibility, and interoperability of data.

    Looking Ahead

    Going forward, this work presents an opportunity to institutionalize a culture of data use and co-develop scalable models for data governance across the state. The goal is to move beyond isolated skill-building toward creating an ecosystem where data capabilities are seamlessly integrated into administrative processes and decision-making.
